What's the importance of this quotation in Julius Caesar...?

Pompey was Julius Caesar's rival who was eventually defeated and inated while in exile in Egypt. This led to Caesar becoming leader of Rome, and eventually Emperor, where previously it was a Republic. Arguably, had Pompey won, it would have stayed a republic.
